PNP with IELTS over all 6 band

Hi,
I have completed IELTS with over all 6 band. Right now I am eligible to apply MPNP and SINP. Please let me know if I am eligible to apply to any other provinces with out a job offer with IELTS 6. (L-5.5, R-5.5, W-6, S-6)
