I want to confirm that can I apply in any PNP for job in Canada without CELPIP / IELTS?
Please guide if I can be eligible in PNP, so how can I apply.

You'll need to research the requirements of the various programs or alternatively hire a lawyer to do this for you.

What job offer do you have and for what province? Look at that province and see requirements for ECA and language tests. You need a language test.

Because you are coming to a country with two official languages. You need to be able to speak, read, write in one of Canada’s languages. What PNP are you applying to? Look at the province’s requirements. For immigration, language test is mandatory.

What do you mean how? You sign up and take the test at a test centre. Everyone has to do it so no one is exempted. What PNP program are you even eligible for?
