PNP Recomendations?

Currrently I am in Hope, BC. I am an American, and I qualify for some jobs under the Provincial Nominee Program.

However, most places I've interviewed with are unfamiliar with the process, and unwilling to submit a written job offer, which is required not only for the PNP, but also a Temp work visa if I were to go that route. The bonus with the PNP is that the jobs listed for it are already approved by the Labour Market Opinion of Canada, which is one less step for a company to do in the hiring process.

That being said, is anyone aware of companies that ARE familiar with the PNP process, or about immigration in general. What Ive tried to explain to most companies Ive interview with, is that the written job offer doesn't mean I am hired, it is simply a step in the application process that is required to obtain the all valued "Written paperwork stating I can work here."

I am kind of flying without direction here, so, if anyone knows of companies who can assist me, or any advice in general on how to obtain a written job offer from an employer, I'd greatly appreciate the advice.

P.S. I have interviewed with big Retail chains under the Retail Trade Supervisor position (6211)

One being a Manager at Walmart. They too however, have been somewhat clueless and have denied all possibility of giving a job offer, "Without the necessary paperwork"

This is stunning to me, especially seeing as the Canadian government has detailed the process, the job I applied for falls under a specific category of job Canada is in need of(the PNP), and that in order to obtain the written documents for working here I first need an employer to issue a Written Job offer, and then i submit it as a joint application.
