According to my research, I fall in NOC 2131 category, My CRS score is 429, with only a bachelor's degree in civil engineering. I would like to know about the PNP trends according to cutoffs and NOC codes.

Moreover, I would also like to know about the working conditions of immigrant civil engineers in Canada.

Have you looked at what provinces you are eligible for? Being in a licensed profession, you may need your provincial license for nomination. Also some PNPs have their own scoring system and eligibility requirements so you need to calculate those scores in addition to your CRS.

If you are not licensed, then you can not work as an engineer in Canada. You can work as a technologist until you get your license. As for jobs, the Canadian economy isn’t great right now with many out of work.
