PNP outlnd

Hi folks,
I have seen to many PR applicants here in this forum, who have applied under PNP category and their profiles and signatures suggest they're outland applicants. As far as I know Ontario is the only province which accepts applicant from outside of Canada. Manitoba also accepts outland applicants, provided that they have a tie in Manitoba (relative or ..). Am I missing something? I'm asking this because one of my friends would like to apply but unfortunately his CRS score is below 400 so he's not eligible for OINP.

If you have no connections with Canada, you can try following (currently opened):
Ontario French stream
NB with French language as connection or with visiting their session as connection.
PEI - with EOI letter (no connections are required there)
Saskatchewan On demand (this one is opening several times a year)
Manitoba with town Morden (to pass their selection and then use them as connection to Manitoba).
Alberta with certain occupations (connected with oil and gass Industry)
Alberta for self employed farmers.

From the closed one, where no specific reopeing date is stated:
Ontario Human priorities
NS with on demand occupations.

For everybody else you really need some real connections with Canada (job offer, relatives or previous studies).
