He is in Ontario,Canada on Work permit and in process to apply for Permanent residency.

is there any Provincial nomination program he can apply for ?

So he isn’t applying for PR, he is wanting a nomination. He has to research each province depending on his skills/NOC, education, language and job offer. What about OINP?

But we are checking the chances in other provinces as well .
Hence checking here
So if he has received ITA or nomination for PR then why look at other provinces. Once PR application is submitted then it should only be a few months. You say he is applying for PR not submitting a profile or expression of interest.

Currently he is in ontario.
If needed so in future which province is easier in terms of immigration and any links for pnp for me to read ?

Google - PNP and do some research. There are no easy provinces. The ”easiest” province is where you went to school and are working. Most PNPs are based on job offer, if not through Express Entry.
