My CSR score is 429, I have 4 years of work experience in field of investment banking. Is there any chance of getting PNP from Ontario

I would be very surprised if Ontario did another draw this year. They have only 1450 nominations left for the year until they reach their quota and they are currently processing the applications that received NOI's on 12 July, 01 August and 15 August.

Is it true that PNP are offered to only those who are already in Canada on student or work visa ? And it's very difficult for an Indian to get into Ontario via PNP ?

No, it's not true. Your score is good enough for oinp unless it goes below 429.
