My case:

I applied OINP, Master Stream on 13 of April, 2015
Received acknowledgment (AOR) May 13, 2015
Received Nomination Certificate Aug 11, 2015

Sent my complete application to CIC S.N ..... Sep 14, 2015
Received acknowledgement from CIC .... Dec 18, 2015

Waiting for Medical.....

Nope, I am waiting for a letter to prove of master program completion from university. Once receiving that letter, I would be able to initiate the OINP process immediately

No Idea about outside but yes international students who have completed Masters from Canadian University they are eligible to apply for this category.

My timeline is actually quite closed to yours, but I still have not got the acknowledge email from CIC yet.

June 10,2015: submitted the PNP masters stream
June 17, 2015: received the acknowledgement from PNP
July 31, 2015: received the nomination certificate
September 12, 2015, submitted complication to CIC

Waiting for acknowledgement from CIC.......

You got your nomination acknowledgement and certificate super quick and yes have same timeline....going to add you in buddy list......hopefully you will get with in couple days they are still sending AOR of Sep applicants.
