PNP of Prince Edward Island

Hi

I'm a mechanical engineer & my CRS score is 350, lower than the cut-off. So, the only option left for me is to secure PNP of PE Island. So, Please let me know. How is the Prince Edward Island in terms of employ-ability after getting PNP?
My other question is If i am not getting job in mechanical engineering in PE Island, can i get NOC from PE Island government to migrate to other province for job search. Is this possible or not?
