I was nominated by province of Nova Scotia. Stream - Skilled Worker, NOC Code 2174(A).

I am preparing documents to apply for permanent residency. My nomination certificate states, that language test is not required. Should I include Proof of Language Proficiency in the PR application?

Yes, I am a Nova Scotia provincial nominee. I have choosen Economic for Q1. I am a little confused on what to choose for question 2. I think, it should be skilled worker or provincial nominee. I need the one where language test is not required, and it also should be applicable to me... please help!

Chose Provincial Nominee. Skilled Worker is for applicants applying under FSW (Federal Skilled Worker).
