PNP not is not aligned with EE?

Hi all!

I would like to ask for PNP that is not aligned with EE (e.g. MPNP: Skilled Workers in Manitoba), does it mean that

1. I don't need to submit a profile under EE?
2. I don't need to fulfill the minimum requirement of EE (e.g. at least 1 year of work experience)?

Basically, but at least in Ontario the most desirable streams only last open a couple of minutes because they meet their application intake really quick.
