me and my family r gonna apply for immigration

my son is 19 my daugther is 25

my son is studyin in canada (its almost his 3rd year)

my daughter graduated last year

Can my daughter be counted as a dependant?......will they reject her?

does my son need to apply from within canada?

If your daughter is not attending school then she does not count as a dependent. Which PNP program are you applying for?
