PNP for Outsiders?

I am very new to this process and want your guidance. I got to know that through PNP only those candidates are getting calls who are currently residing/working etc., in Canada and others are not selected. There are very minimal or no chances for the ones who are outside Canada and it is happening since 2017.
Please confirm if it true.

It's not true,but then which province do you have in mind?
The EE draws has been for Pnp candidates with nomination and CEC .

It's probably true at present. Recent PNP invites are with cutoff (EOI/EE) scores in such a way that only the candidates who are either working there, having a Canadian degree or have a very well established contact, get a NOI.

This is mostly due to the travel restrictions, where a candidate is uncertain to be allowed to travel. We should see more invites to candidates outside Canada in a few weeks, once the travel restrictions are relaxed.

Not not true. Processing is slower, for sure. Many factors come into play - CRS score, NOC, LMIA etc.

I have gone through post of few people here and wanted to know why does this happen with few people, that they have score as per requirement but they do not get call?

What is your NOC? Alberta doesn’t post what NOCs they select so that may be one issue.
