PNP for obtaining PR without job offer

I recently graduated masters from the USA. My current status here is immigrant. Due to the uncertainty growing day by day here I am planning to lead a peaceful life in Canada. Being a computer science graduate which province should I choose to to work in my related field. Also, is it possible to move to Canada in PNP program without a solid offer letter. My status is valid here in the USA till July 2019
