PNP CRS score confusion

Hello
My CRS is 390 with NOC code of software engineer, is there a possibility of getting nomination from any of the province?
Is it true that CRS score does not matter for PNP ? I have also read that OINP needs a CRS score over 400.
Please clarify the situation

PNP in general does not have a hard CRS requirement.

OINP, for example, consists of multiple streams, and the cutoff score can vary between different streams and fluctuate between separate draws. Empirically the cutoff will be 400+, if not 450+ or 460+. This is because the eligibility criteria of OINP happens to apply to the most number of candidates, hence the high CRS bar. Ontario didn’t come up the cutoff by itself. It decided on how many people to take and got CRS accordingly.
