PNP before ITA

Hi,
I am new to EE and have some queries on the PNP under express entry.
My score is 462 and currently, I am waiting in the pool.
I wanted to know if I can apply to any of the PNPs available before ITA has been issued??
I have close relatives in Manitoba(real sister) & Alberta(uncles, aunts, cousins etc).

you can only claim points for real siblings and in your case you can claim 200 points for your sister who is in Manitoba for PNP and 15 sibling points through Express Entry. As per your CRS you wont be needing PNP cus anything above 460+ is easily achievable. Let 2-3 draws happen and you would have your ITA. All the best.
