PNP approval chances after Work Permit Refusal

Does anyone have information on approvals for new PNP applications (Skill O/A/B) after Skill C work permit or TRVs have been refused on grounds VO is not convinced the applicant will leave Canada at the end of the visa. It is my understanding the Provincial officials give initial approval/nomination before criminal/security checks are done at the individual embassies. If the applicant does not request a work permit and waits until the PR is approved, how likely are they to get PNP if there have been previous refusals for temporary visas?

A refusal, particularly on the grounds they don't think you will leave, are not going to have an impact on a PR application, since permanent residents aren't expected to leave at the end of their term.
