Hi, me and my spouse are both Canadian PR. My parents visited Canada in 2011 on six months visitor visa on my Convocation. Now their visitor visa is expired. In June 2014 my spouse's Convocation is coming and we are planning to invite her parents at this occasion. My main Question is: Can she invite my parents (her inlaws) too for her convocation OR I have to sponsor them ?

You can do it together. You can invite your parents and she is your CO-signer for invitation and supporting them when in Canada.
