I am Canadian citizen and I was applied trv visa of canada for my brother and his wife on may 1,2018 and on may 14, 2018 My brother got email that their visa is refused but On may 16,2018 He got new email that Their file is still under process and thanx for waiting.We r very confused.If anyone go through out this type of situation plz let us know.What we have to do ??

If mail of refusal has come then its certainly refused, it's like 4-5 pages pdf mail. In rarest of rare case if file is still in process and if final decision is still in processing then may be a chance in millions. But unfortunately it seems it's a refusal.
