Plug in parking

Is there a reason for having plug in parking in regina or is it just for the electric vehicles? Is it difficult to find an apartment in regina? Thank you for ur replies in advance.....

The plugs are for block heaters. When it gets really cold in winter, older cars will have problems starting. This is why many of them are fitted with a block heater and get plugged in at night
