Plsss help me,,, my file is approved as per gcms notes but still stuck in RROC from 23 august. no call or email from ircc

CEC inland aor 20 june I applied gcms notes says my application has been approved on 23 august but no portal request yet. even my COPR number has been issued.
please help my what should I do.? anyone in same situation??? do anyone know RROC contact/email address?? my file is tuck in RROC. please help me I will appreciate that.
