Those companies who order the notes for you generally charge you $40 or so. You can easily doing it yourself or with some help from your family/friend if you are not in Canada.
It costs nothing if the PR applicant requesting GCMS notes is present in Canada ("Privacy Act"), and C$5 if someone else in Canada is ordering it for the PR applicant ("Access to Information Act"). Tick the corresponding box in the following form:

Generally "Electronic Files" (printout from the computer system) is good enough to check what's going on with the file in process. Avoid "Physical File" because it means retrieving the content of the physical file at the visa office which will cause delay to your file's processing.
