1. Where are you from?

2. Did you apply for study permit for college or university?

3 Why did you get refusal for your study permit?

4. What is your academic background?

5. Do you plan to visit and stay on in Canada?

Sure - you can try.

To be approved, you'll have to show strong ties to your home country and prove you have no plans to remain in Canada long term.

Ok! You can apply for a visitor visa yes, but for a study permit you must apply for it back in Pretoria. Good luck!

Scylla is right. Unless your situation changes you will again be refused for not having strong enough ties to draw you back to your home country. Being so recently out of school and young, you will improve your future chances by getting a good job, saving your earnings, doing some travel outside your country for pleasure, eventually buying property, etc. These are all things the VO look for to show you are established and have ties. When you apply for a visa you will be asked if you have ever been refused in the past. You will answer this truthfully. Good luck.

You must also prove that you will only stay there for a shot period of time and assure them that you will be able to survive (financially) in Canada within the span of your stay there.
