I am in need of help for my brother, he is 26 years old and have 3 years of Computer Network experience. He has strong desire to study in foreign country and settle down. I am attaching his profile below for your reference. We are not trying to take educational consultants help.
Please suggest:
1) What programs(Computer Network only) can he choose to study. Any University/College you want to suggest.
2) What are job prospect after study in Computer Network field.
3) What are the chances of getting student visa.. what should he do to get Canada Student visa.

Given: 3 times. Band 5.0
He is going to try again in Feb and I think he wont be able to improve more than 5.5.
GRE: 286 3 attempts
US Visa:
Rejected 2 times in Dec 2015.
Academics
Diploma: 3 Years after 10th. 62%. More than 5 Re-Appear 2006-2009
B.Tech: Took 4 years. 52%. Around 9 Re-Appear 2010-2014
Academics Internships:
Internship 4th as a Network Support Engineer (Aug’13 - July’13)
Internship 3rd as a Network Support Engineer (June’12 - Aug’12)
Internship 2nd as a Network Support Engineer (Aug’09 - Jan’10)
