Hi,
SOP aka Statement of Purpose is always a better idea to write, this will give the VO insight of your intentions.
Duration of course is not what matters, important is you express the VO, how this course will help you, what advantages you will have after doing this course back in your home country, statements which gives indication about the importance of the course at the same time hint that you will surely return back after course completion as this course will give you added value in stream of job.

As it is a short course so you have to be very careful and logical in selecting words.
remember not to use the Word "NEED" cuz short courses cannot be a need specially when you plan to take a short course thousands of miles away from home.
address the following in a short and straight forward manner:-
your current job relation to this course (very important)
why you want to take this course and why not in your own country?
Why the course is important for your job?
what difference will it make in your professional life after taking this course?
where you will be staying and available resources to meet your living and the course expenses?

write brief and do not repeat and focus on things already proved by your attached documents. it is you who is the applicant So remember not to focus to much on the person in canada who you will be staying with (if you are staying with a relative here in canada cuz it is not he/she who is applying and he/she has nothing todo with your course)
