PLEASE, PLEASE help me! ( Spousal sponsorship)

Hi guys,
I have a couple of questions about Sposal sponsorship, I have done my husbands papers in May 2015 and It took us 6 months to get his PR. Now, my brother who is a Canadian citizen and in November he is getting married in Croatia(and his wife is Croatian). They want to move to Canada after the wedding and my question is? Is it the same procedure for doing there PR as it was for me last year, or sometimg changed? Do they need to be married for two years to aplly for Spousal sponsorship?

Basically the procedure is the same. They do not have to be married for two years before they apply. They can apply as soon as they are married and have gotten the application ready.
The wife can come to Canada without a visa, since she is from Croatia. She will need an eTA. She can stay in Canada as a visitor while the PR visa application is being processed, if she wants.
