These are the only relatives allowed for adaptability points as per CIC website:

Relatives in Canada
You, or, if it applies, your spouse or common-law partner, have a relative, either a

parent,
grandparent,
child,
grandchild,
child of a parent (sibling),
child of a grandparent (aunt or uncle), or
grandchild of a parent (niece or nephew), who is
living in Canada
18 years or older and
a Canadian citizen or permanent resident.

I see a lot of members eager to help ;D I guess you have already done your homework and want to know if you can still claim points of adaptability in the FSW program, even though your uncles is a resident of Quebec? If that is your question than the answer is yes. After getting a CSQ for Quebec your uncle would have applied for a permanent residence in CANADA through CIC just like you will be doing and he is a permanent resident just like any other landed FSW applicant.

Agreed with rizmayo. No where does it say that your uncle be a PR under Federal program. So you can claim those points.

Best of luck
