if you sent in an application for PR sponsorship only 3 months ago, i can't imagine this means your application is finished. Perhaps you paid a fee they didn't need, and they are returning it to you. has your wife received sponsorship approval yet?

I can't give advice on the other visas, as i'm not familiar with that process. again, my thinking is you overpaid something, and they are returning those funds. generally speaking, if an application is denied, they aren't going to return your money.
