I have done civil engineering in May 2017 and i want to settle in Winnipeg and the courses (project management or construction project management) are only available in Toronto for Jan2019 intake and in Winnipeg courses are available for May 2019 intake.
I have heard that 1 year pg diploma can easily get me pnp in Winnipeg after working for one full year with any job (NOC C and D too), So my main preference is Winnipeg but the pg diploma of 1 year available in Winnipeg are mainly applied business diplomas.
So my concern is should I
1 -apply student visa for construction project management for Jan2019 and the withdraw from it after reaching Toronto in December 2018 and wait for 4 months ( will i have issues when i will apply for work permit due to this gap sitting idle in Canada ) for Winnipeg's applied business diploma to start in May2019 and then extend my student visa when it is about to expire
or
2 - Apply student visa directly for applied bussines diploma in Winnipeg for May 2019 intake ( which will change my stream ). can my study visa be rejected due to irrelevant course ?
