My tracking status shows that a decision has been made and it has been deferred to the visa application center from where i applied. Does it mean i have been refused as my medical has not been requested yet? Anyone knows exactly what it means?

What country are you from? If you are required to take a medical exam then it might not be good news

i need medical. so it is refusal 100%..
