Please Help: Upload Biometric Payment Receipt for Visitor Visa

Could you please help: what does this mean?
I just paid the biometric fee for visitor visa, according to the instruction in PDF require for payment, I need to upload the receipt after paying the fee.
But after uploading, it's said : Uploaded - not submitted to IRCC.

What shall I do next step?

I am also having the same issue and today they refused my visa due to a missing receipt. Can you pls let me know did you got the visa or how you resolved this issue?
