Are you sure your points were above 67? and you have sent all the documents as per CIC requirement, seems like they didnt found something they expected during the very first review of your application, you can go for CSE to the VO.

the point here is "they are saying about withdrawal of application" which is little bit weird

If you are below 67 points, general message will be there "Decision has been made on your application....."

This is goodbye from me, sent a letter to ndvo cancelling my application. My parents are aging and i cant leave them alone.

one question, I have requested for a refund will this be possible?

This is the problem with us......we don't remember and then we blame CIC
