(PLEASE HELP) Post-Graduate Work Permit Issue--90 days window frame

Hi all, (PLEASE HELP ME!!!!!!! PLEASE !!!!!)


I have a question regarding my application for my Post-Graduate Work Permit. I have submitted all the documents within the 90 days (Mailed it out on Nov 3, 2011). My school confirmation letter are stated my completion of my program were on Sep. 27, 2011. Today I received a Letter (stated on Dec. 20, 2011) from the CIC that I haven't paid the application fee. But in fact, I have also submitted the official CIC payment receipt along with my documents at the first time. If Sep. 27, 2011 is the starting date, 90 days was pasted.Therefore, I have the following questions.

If I re-submit my whole document and the receipt again, it already past the 90 days.(around a week) According to the CIC requirement list, I am not qualified for the Post-Graduate Work Permit. But, this isn't my fault! What can I do now? Am I eligibale to re-submit? PLEASE HELP!!!! URGENT!!!

DID YOU GET DENIED OR ASK YOU TO SEND APPLICATION FEE? I THINK IF JUST ASK YOU SEND APPLICATION FEE THEN SEND THE PROOF OF PAYMENT AGAIN NOTIFYING YOUR CLIENT ID ALONG WITH ALL YOUR DOCUMENTS. IT SHOULD BE FINE.

Thanks for your reply! But I am still so worried. It is not a refusal letter, they are just asking me to send them the application payment receipt. But i have already sent it to them. They returned me back my whole package with all my document but my receipt is missing. Is this mean they didn't accept my package, if I re-submit my document and my copy of my original receipy will they consider me late submission? Or they have already got my file in their system? So stressed really don't know what to do . Please help!
