please help! open work permit (spouse) of a PR

Hi,

I am a PR in Canada and I got married this month. My husband has an US work visa but I want to bring him to Canada. After seeing the details it seems getting PR will take time and hence I want to apply his open work permit. He has a Canadian visitor Visa. My questions are:

Can I apply for his open work permit when he is in USA? do I need to file his PR for that?

Also heard that people first apply dependent visa and then at Port of Entry, open work permit can be applied, can someone advise me which one will take less time?

He doesn't qualify for an open work permit by being married to you. The rule you read about regarding dependents applying for open work permits at the border only applies to dependents of foreign workers. It doesn't apply to you and your husband.

If you apply to sponsor him for PR using the inland process and include an open work permit - he will receive the OWP four months after the application is submitted (he needs to be in Canada and needs to remain in Canada in order for your to submit an inland application). If you submit an outland application, he won't qualify to work until he has PR.
