If there is a non accompanying dependent child in custody with ex-spouse then

What document (s) can be provided to satisfy the following:
"If the children will not accompany you to Canada, proof that you have fulfilled any obligation stated in custody agreements"

Can a notarised self declaration be good enough or The ex-spouse has to give a declaration ??

Self declarations are not accepted. You need to submit a copy of the custodial agreement from the court to CIC, or a notarized declaration from your ex. If the terms of the agreement are such that they prevent you from having access to the child, and if you have no court-mandated financial obligation, CIC will instruct you further on how to proceed and what forms you need to submit.
