I have taken the IELTS for immigration purpose under federal skilled worker category and I have got :
L:5.5 R:7 W:6.5 S:7 and since my listening was below 6 so I took the exam again and my new result: L:7 R:5.5 W:6.5 S:7
Can I attach the two test reports so I will be scoring at least 6 in all modules. In other words: Is it possible to just figure out my listening result from the second report given that I will submit the two reports. Kindly, please help me in this issue since I'd like to submit my application ASAP.

No - submitting the two results won't work. You need to retake the test to qualify for FSW. You must score at least six in all modules in one single test.

Thank you for your reply, but actually I did not read any written condition( CIC Website) stating that all the results must be submitted in one single report and according to my two reports I am scoring at least 6 on all skills. Frankly, I would like to apply before the cap is reached so do you recommend to submit my application right now explaining that in a cover letter with also registering for the next available IELTS test. your replies are highly appreciated

No - I don't recommend this. If you do this, your application will be automatically refused and you will be wasting your time.

I advice you not to do this... you will be wasting your time... they go by the rules... you must score 6 in each band in one single report .... they will not entertain any explanation related to this.... for your satisfaction you can even call them and confirm....

One thing more I don't know whether your NOC comes in which level...?? there are 3 levels mentioned by CIC...
Skill level A requires 6 in all the bands..
Skill level B requires a 5.0 in listening, writing and speaking.
And a 4.0 in reading.

If it comes in B then go a head...

All the best....
