please help me with immigration

hello,
i am in canada toronto on student visa for one year course, i have planned to study for two years so that i can get around three year work permit, please guide me that after completion of current one year college certificate course in which province i should move so that pr becomes easy because friends around me saying that go to alberta or saska. or manitoba or british columbia to get PR easily as comparing to ontario.

i have also Applied to ontario universities so that i can become eligible for ontario pnp under international masters, please tell me what should i do, I am so confused that which way to follow to get PR.

i have following options right now-
1. complete this current college course and move to other province for another one year college course and then get a job and PR.
2. go to university in ontario and complete masters from here and apply for ontario pnp.
3. move to other province right away as my college course is yet to start within 14 days.

profile - already a masters degree from indian and having 5 years of indian work experience in management.
- IELTS academic 7.5 ,no less than 6.5

A work permit is normally given to people who has got an employment offer. Yes, you can apply for the work permit via the HRSDC .This will take less processing time and less of paper work.It is not necessary to change your province . All what you have to do is consult a good immigration lawyer. My brother had a similar issue 3 years back and one his friend suggested him to get the help of an immigration law firm, Green and Spiegel. All the very best.

You basically have to check each PNP to find one that is good for you and even then, the rules could change between now and when you are ready to apply.

For example, if you check SINP, they have different rules for those who graduate from a college in SK vs. in Canada outside of SK. See here: http://www.saskimmigrationcanada.ca/student they require that if you graduated in SK, a one year degree is enough and you must have worked 6 months (960 hrs) before you can apply and work as a student on an off campus permit is also counted. However, if you did not graduate in SK, you would need a 2 year degree and have worked 2 years in SK before you can apply. In both cases you need a job offer, Skill level A, B or 0

In AB, you can apply with a one year degree even if you did not graduate in AB, however, view list of accepted colleges. You need to be working in AB when you apply and have a job offer, skill level A, B, C or 0, see http://www.albertacanada.com/opportunity/ainp-eds-international-graduate-criteria.aspx

In MB, see http://www.itc-canada.com/immigration_to_canada/manitoba_provincial_nominee_program.htm#International_Students_Stream you need to have graduated in MB and you need to have been working for 6 months.

BC requirements here: http://www.welcomebc.ca/Immigrate/immigrate-BC/Provincial-Nominee-Program-Home/Strategic-Occupations-Home/International-Graduates-Home.aspx BC also allows applications if you have a low skilled job if you can show that you will progress to a high skilled.

However, doing a one year degree which can only get you a one year open work permit will require some luck in order to qualify for your PR. If everything goes well, you may succeed but if you have problems finding a skilled job or an employer who will sponsor you, it could go wrong. At the end of your post grad permit, if you don't have a job offer or qualify to apply under any PNP and you don't have a full time year of skilled work for CEC, you would be out of luck and going home.

It would be much safer to take a 2 year degree and get a 3 year work permit. That way, you have plenty of time to find a skilled job and put in a year of full time work and then you can apply under CEC even if PNP and others are not working out for you.
