Please help inland outland

Hi

i'm a PR in Canada and currently applying to sponsor my wife she is outside of canada.
when i go on the website of CIC i got this
*What are you applying for? (required)
*sponsoring a family member
*Who are you sponsoring? (required)
*spouse or common-law partner living outside of Canada
*Where are you applying from? (required)
*select a country/territory
*(canada 13 months)
*(tunisia 8 months)
i don't understand the diffrence between both senario in which case i apply from tunisia or canada if i'm sending it to CPC anyway in messissauga
i got stuck on this point i don't know how i'm gonna apply from tunisia to get the application processed in 8 months if i'm already in canada
plus someone told me about outland or inland application and that he applied from outland to get his application processed faster.
any suggestion or ideas

If your wife is outside of Canada then you have to use the outland process. You can only use the inland process if both you and your wife are in Canada.

outland process means following this link on CIC ===> If your spouse, partner or dependent child lives outside Canada, use the Application to Sponsor a Member of the Family Class.

but still sending it to CPC Right ?
