Both applications are send together. The application for sponsorship and immigration. In regard to cost it is advisable that you pay online and print it...

Print off all the forms, there will be document checklists. Make sure you have everything on the checklist.
The applicant needs to do medical and get police certificates before applying. The sponsor also needs to get an option C printout from the CRA.
Send everything to Mississauga (assuming this is an outland application). When sponsor approval is granted they will forward to application to the visa office responsible for your country where they assess your PR application.

Read all the instruction guides and forms to get an idea.

I think the confusion arise from having too many forms and more than 1 check list. I was confused myself.
Here is what anyone should do read the whole guides both sponsor and applicant. The sponsor check list clearly states you will have to send both applications
