Please help for 3rd attempt

Assalamu aleykum everyone, I am from Uzbekistan and I recently worked at the Ministry of Finance of Uzbekistan as a senior economist.
3 months ago I received letter of acceptance from University of Canada West through my agent to MBA program and paid 7900 CAD tuition fee. One month ago I applied for study permit to the Embassy of Canada and got refused for 4 reasons (purpose, limited employment prospects, current employment situation and financial status). After 10 days I reaplied and yesterday I received another refusal for 2 reasons (purpose of visit and limited employment prospects in your country of residence). Ordered GCMS notes and got following:
PA 27 yo, seeking to enter Canada to study MBA degree programUCW. PA completed Bachelor Economic Relations in 2018, and has been since following career in government structure in home country, and now wishes to study in Canada. Motivation for study is not convincing upon review of submissions. According to the applicant's current or future employment prospects, I am not satisfied that PA's career prospects in home country justify PA's stated motivation or the high expense. Cost of program significant in light of his financial situation. Therefore, based on docs on file, not satisfied purpose and employment in country of residence is sufficient for study and to ensure departure from Canada if granted. Refused.

One month ago I was discharged from the Ministry and working at private sector now.
I am now thinking whether to apply again or not.
Please help me to answer following questions.
Is it possible to get study permit in this case and what points I should focus on while writing my SOP?
Do I have to update my bank statement and sponsor letters as 2nd time visa officers did not mention my financial status?

I suggest hire a proper immigration consultant. This time it should go properly. I think a good consultant will help you. Good luck, you will get through this.

Not necessarily but make sure he/she is very good. Check the reviews. If you cant find anything to validate then hire someone in Canada who is under RCIC Canada. I suggest google searched and youtube searches.

I remember people warning you not to apply again with UCW. I warned you not to apply again with UCW. A senior economist DOES NOT go to UCW for an MBA. It is an obvious backward step. There will be no career progression as a result of that MBA.

Now you see the consequences for going for a cheap, purely commercial and unknown university. If you want to apply again but don't want to spend more money on a proper Master, for example Msc in Economics, then prepare for another refusal. There will be no difference because everyone can see your non-educational intention. Maybe you never heard about MBA graduates from UCW have to get a job at Tims Hortons and KFC because no employer accept or acknowledge that unknown degree.

Top public universities will not accept me as I am not eligible for their requirement. My plan was to graduate this MBA at UCW with high GPA and get Phd in one of top universities of Canada.

How can the VO believe you're a genuine student that will study in Canada when you have such low GPA in the past?

That's why you will see you were refused because of purpose of visit.

VO is not aware of my GPA as I did not attach it to my application. I am not satisfied with your argument

You will not get into a PhD program at a “top university: if you went to UCW. Sorry, being honest. No one has heard of the school. If your end game is a PhD program then why are you taking a MBA and not a Masters in Economics. Improve your IELTS scores. So if VO doesn’t know your GPA then they really don’t believe you are a genuine student. Order GCMS notes.

If your end game is a PhD program then why are you taking a MBA and not a Masters in Economics. Improve your IELTS scores. So if VO doesn’t know your GPA then they really don’t believe you are a genuine student. Order GCMS notes.

If you have low GPA and graduate from UCW, I can guarantee you it will be so difficult to get admission into PHD program. By the way, most Business related PHD requires GMAT of 700+. I think you want to immigrate, not using UCW to further do Phd. If you see lots of students get rejection from top 1000 Public Universities in Canada, choosing opposite direction doesn't guarantee approval. By the way, Canada doesn't have 1,000 Public Universities, It has 96 and 223 total.

I dont see your point here. So according to you, applying to UNB can be rejected but magically you with your choice in University Canada West can stand a chance to get approval ??

UNB is ranked among the best 900 universities in the world. And UCW is ranked among 5000. Five thousand in the world. Some well-known ranking organizations dont even mention University Canada West.

PhD with a MBA at UCW, can not help but laugh. Are you being serious and honest to yourself? People can't even have a job with hourly rate of 15$ with that MBA. In what world that same MBA can qualify for a PhD?

I see you want PhD, you want to immigrate but dont want to take effort to do GMAT so you can get into a proper school and a proper program. That is not how it works.
