Please HELP! Don't know what to do!

My husband and I have work permits. we live and work in New Brunswick.
The Province has rejected my daughter's application for MEDICARE saying that she has no right to it. We have MEDICARE, my husband and I.
But my daughter is only 10 years old and is in Canada by right as her parents, us, are legally living here.

Her student VISA has expired since September 2016 and CIC says that since she is a minor and lives with us, she does not need one. But I need one for MEDICARE purposes. How can I renew and expired visa in this case?

PLEASE, if you can help me, I appreciate

If her status in Canada expired in September 2016 - it's too late to restore her status from within Canada (you only have a 90 day window to do that after status expires). Unfortunately the only option is to physically leave Canada and then re-enter.

1. Not it doesn't say that. She doesn't need a study permit to attend school if her parents are on a valid work or study permit. She does need valid visitor status though, which she doesn't have.

Is a study permit required? [A30(2)]

Minor children already in Canada are authorized to study without a study permit at the pre-school, primary or secondary level if

they are either accompanying parents claiming refugee status or are claimants themselves;
one of their parents (biological or adoptive) is a Canadian citizen or permanent resident;
one of their parents (biological or adoptive) is authorized to work or study in Canada; this includes temporary residents who are
work permit holders,
study permit holders,
visitor status holders (e.g., visitor record holders) who are either authorized to work without a permit, as per section 186 of the Immigration and Refugee Protection Regulations (IRPR), or authorized to study without a permit, as per section R188; or

As said above, IRCC does not say that. You were required to maintain your child's status.

At this point, I think your best option is to flagpole at the Canada-US border and hope that you get an understanding CBSA officer who will issue your child visitor status for the duration of your work permit.
