Please help! !!!!!! College doesn't want to offer an unconditional letter

  1. Good morning in Kuwait time all,

    Assiniboine community college admission officer for international students told me we only offer a conditional letter of acceptance , and you can apply for your study permit with the conditional letter of acceptance.
    Is he right?

    bearing in mind that, I didn't meet the English language proficiency yet.

    And I want to apply for study permit.

    I just achieved 5.5 but they need 6.5 in IELTS.

    Now if I apply for study permit, what is my chance to get it?

    And if I apply with DLI letter of acceptance and other ESL program letter of acceptance will be better?

    And if I finish that ESL successfully and want to take study permit again for Assiniboine community college ,do I need to show them again the proof of funds and bla bla bla, when renewing my study permit for the Main course?

    Please advise.
