Can a person initially accept offer letter from two or more universities? Means i have a deadline to respond to two universities and i am not certain which university to select. So, can I accept for both of them?

The thing is I have received offer letter from Univ of Ottawa and Mcmaster University. I want to go for McMaster. But offer letter from McMaster is conditional that I need to send official transcript. I have already send the official transcript but I think they are considering me as if I am still in fourth year of B.Tech. So, I am afraid that I may not loose the offer from McMaster. At the same time I have to accept/decline offer letter from Univ of Ottawa. I don't want to decline it so that if I get something negative from McMaster then I could still have Univ of Ottawa..
