Please Guide PGWP holder and spouse sponsership

Hi All,
I hold a post grad work permit which is valid until 2018. I recently got married in sept. My husband was on study permit from 2010 -2015 in Canada. He went back before his Visa expired to India and doesnt hold any certification from his school. Now we have applied for his open work permit on spouse sponsorship basis on 21st December. He submitted the cover letter, marriage certificate, watsapp chat, my job offer letter(falls in NOC A 2175), fb screenshots , proof of his property, affidavit from his parents for support, around $12000 as funds in his account, proof of money transfers done between us. Also my in-laws are on govt job so did attach all the income tax and gpf proofs of income. We did include teh bills from the hotels we stayed after marriage in the file followed by the lease which has both of our names on it when we were living together here in Canada. We did Hire a lawyer here in Toronto and he advised us to submit the representative form. But the lady who was assisting his at vfs New Delhi didnt let him submit the same. he is ot even sure if the marriage certificate has been submitted or not. We tried sending few emails to vfs and they got back replying "we cannot attch these documents to your application unless Embassy ask for it. If you would like to come and drop off he documents its your will but we cannot guaranty if they will reach to your application".
I am so worried I know its only been few days but there is no update on the tracking yet.
Any comments or suggestion guys what you think looking at the case scenario?
