The Province of Nova Scotia has agreed to nominate me under the Nova Scotia Nominee Program (NSNP) on AUGUST 2006. And my application is in Damascus.
Our medical forms were completed and the package was delivered to the office in France on February 19th, 2008.
But I have not received any update on my file. Also I sent an email to the embassy, but I have not received any response from them. Please advise me when I can expect to receive the Permanent Resident Visa.

That is not how you apply for CAIPS, if you are not in Canada, then you have to apply through one of the private companies.
Do a google search on CAIPS. The processing time at Paris for PNP is 3-9 months.
