Yes, but this score will give you bare minimum points, and will be difficult to get an ITA.

your definitely eligible with that score , but as someone already mentioned you would have to increase your score to better your chances of getting an ITA.

you have good score in writing and speaking, so you can easily improve your scores in reading and listening with proper coaching class. Get clb 9 and your scores will be competitive.
