I heard a rumor that if the primary applicant is in Canada but the dependent is outside Canada, the process will be on hold. Is this true?

Principal applicants for permanent residents who are in Canada and have dependents abroad will continue to have their applications processed, but delays in processing may occur. However, the principal applicant should not be granted permanent residence if their dependents who are abroad are unable to travel.

Only use the Canadian government website for information. And you are posting about information from June. You are posting on a PNP thread so assume you are talking about your provincial nomination. Do you have your COPR after March 2020. If you do, you can’t travel to Canada as it isn’t essential.
