My spouse is in Nairobi, Kenya and I am back here in Toronto. The processing time for Nairobi is 12-25 months. This is way too long for us to be apart.
Would it be better if he comes here and we apply inland? If inland takes 14 months - that is 14 months with him... instead of the risk of 2 years apart.

Please advise

If he doesn't have a TRV (visitor visa) the chances are close to nil that he will be able to come to Canada so you can sponsor him inland.

if your spouse is able to come I would advise you to go the inland route for the sake of the relationship, however while the application is in process he/ she may not be able to work and so forth so that may be a strain in itself...

I know he may be out of work for 6-7 months, but I can handle the burden to have my husband with me. I can afford it for that time period. Inland is looking better and we want to be together - being apart is too much emotional turmoil... I cannot live away from him anymore.

I agree with you. Inland applications are getting faster now. you are looking at a total of 10-14 months for full PR these days and it may go even faster....
The only problem is to get him inside Canada in the first place. In my case it was easy because my country of origin allowed me to enter canada without a visa

You should discuss this in here....seems like Nairobi is going very quickly for some people!! If you file inland and they decide to transfer your file to a local office, all bets are off on time. Could be less than a year, some people have taken up to 5 years for inland....and if you apply outland and your application is denied you have the right of appeal. If you apply inland and are denied, you cannot appeal.

He almost certainly will not be able to get a TRV to come to Canada, so applying inland is out.
Prepare a really good application with all the proof you can find that your marriage is genuine, apply outland, and hope the good app will speed up the processing times.
