My working visa will be expired soon so I need to go back to my country if I don't have any visa until i get the CSQ (subbmited last year!)

Yes, if you are eligible and there are any IECs left for your country of citizenship.

the thing is that my friend told me that if I have file number (CSQ) I can't apply for it
