Nobody cares if you are PR or citizen except for government jobs. The hurdle is Canadian experience and Canadian education. Lacking that, you have a harder time getting a job.

If you want to change your NOC after becoming PR, re-train in another field, go back to school, whatever, that is your right. As a PR, you have the right to live, work and study in Canada without restrictions.

Re: please answer... @ leon what does it mean..lacking canadian edu/work exp

In Canada and in many countries, someone who has work experience within that country will know the business and social culture of the country and hence, may perform better in the job. Given this, Canadian bosses may want to hire someone who has local experience over someone who has no local experience.

With regard to education, some of it is regulatory restrictions and the other is perception. For some professions, the local regulating body may want only local education or something that they can qualify as equal. Secondly, it could be because of perception. The employers may not know the quality of education in another country whereas they know what kind education a person got, had they studied in Canada.
